This isn't really a proxy list, more like a list of IP's that are owned by the government.

I've got Peer Guardian 2 on my XP machine (Stupid thing doesn't work on Vista) and it blocks any type of Government/spyware/adware/anti-p2p IP's connecting to my computer.

And it's effective as well, only a couple of days a ago Viacom were trying to connect to me from some reason.
