i hate this person. so much that ive hypothetically stolen his ip address with a hypothetical program. hypothetically speaking, what could i do with his ip address. if i did steal it that is

I consider myself quite handy with computers. And Hypothetically speaking that is impossible short of plugging/wifi into his router/modem. And even if you did there is nothing you could do with it. Could you please explain more indepth what it is you mean by stealing an ip address? Acquiring or using?

If you are lucky, person may be that unprotected that you could access by using tutorial like this:
Tutorial: How to hack someone by knowing his IP.

If address is propably dynamic, so it changes often, so you must get it again.
