You can sign up on either the UK or USA program no matter were you are in the world, but you can only target the country of the plan. So if you choose the UK program you can only sell on eBay UK and take orders for delivery to the UK mainland. I operate another site that sells in the US and Canada and find this more profitable as it has a larger population to target. As you dont directly hold the stock you are just acting as the middle man to sell so your location isn't important. Hope this helps
